わが窓辺では最もデリケートな植物

「雑草という名の植物はない」。すべての植物には名前がある、とかつて昭和天皇が言ったのをラジオで聴いたと、母がよく言っていた。昭和天皇は植物の研究でも知られた人だった。

yesterday、散歩の途中で道端の雑草の下が黒ずんでいるのに気がついた。通り雨があり、その下がまだ乾かないのかな、という感じの黒ずみ。But、昨日は雨など降りそうもない天気だったし、道の反対側を見ると黒ずんでなどいない。おそらく、除草剤だろうと思いついた。

道端の雑草は背丈ほどになり、傾いできて歩行者にも自動車にも邪魔なほどになっている。同じ道の先の方ではすでに雑草が刈り取られている。想像だが、連日の熱中症警戒アラートで、市から除草を委託された業者も、日中の刈取り作業ができなかったのに違いない。そこで代替案として除草剤を撒くことで話がまとまったのだろう。

来年も同じように暑い日が続くことがある、とは誰もが予想しているに違いない。とすれば、やはり来年も除草剤を撒くことも想像できる。最近の気候ではそれが何年も続くかもしれない。土壌に染みこみ、濃度を増していく除草剤の、人体や環境への影響も考えられるけれど、市レベルの予算ではそんな調査など想定外のことだろう。
　ときどき自分を雑草と比べてみることがある。「雑草のようにたくましく」生きれたら、なんて憧れたりするのだが、除草剤撒かれちゃうのかー、となるとどうしていいかわからない。今日は久しぶりに夜中に雨の予想。雑草の身からすると、「強い雨で毒を流してくれないかなー」なんて願っているかもしれない。

昨日は朝から一日中津波警報に振り回された。というのは言い過ぎだが、実家が太平洋側の海辺かつ川の近くだから、スマートフォンの警報音が鳴るたびに心配した。カムチャッカ半島東岸にごく近いところを震源にした、マグニチュード8.7の巨大地震による津波。

小学生の頃、何度か津波を見に海岸へ行ったことがある。大人が「絶対海辺に行ってはいけない」というかいわないうちに飛び出して行った。危険なことは知っているが、普段の波と比べ、どのくらい巨大な波なのか、どうしても実際に見たくてたまらないのだった。そして「津波風」を体感した。波が壁になって空気を押してくる、それが強い風になって吹きつけてくるのを初めて知った。良くない行動だが、映像では伝わらない体感が今もある。

日本は「災害大国」と自称している。いつの政権でも、そのために「万全を期す」と言う。But、いまだに「災害省」のような、専門の担当省がない。何かあれば自衛隊、だが、それは自衛隊本来の任務ではない。災害専門のシステム、そのための機構、機材開発、避難のシステム、設備の適正配置など、自衛隊や自治体におんぶするのではない、根本的な機関が必要だ、と言っていたのは石破氏本人ではなかったか。「内閣の対応チーム」レベルでは無理なのだ。今の政権で、ぜひ作って欲しいものだ。
