フランスの国有鉄道が毎週2日ずつ、最大三か月続ける予定でストライキに入った。実施される日には、都市部の鉄道の８割以上が影響を受けるという情報もある。

日本ならあり得ない。という意味は二つある。ひとつは、「そんなに多くの人に迷惑をかけることは許されない、許さない」という意味。もう一つは「ストライキの意味が日本人には理解できない」ということ。

3ヶ月も続けるということは、そんなにも長いストライキが「フランスでは許される、許す」ということだし、それはその意味が理解されているということでもある。

ストライキは元々「人に迷惑をかけるため」にするものだ。それが「圧力」だから。「人に迷惑をかけないストライキ」など本来は矛盾である。しかし日本人は、良くも悪くも「人に迷惑をかけない」ことを、特に強調され、教育されてきたために、「迷惑だが、それは回り回って、結局は自分たちの為になる」という歴史を持つことが出来なかった。フランス人との差がそこに現れている。その理解がなければ「働く人の人権」は理解しにくいし、当然目の前の「働き方改革」も中身のあるものにはならないだろう。意識改革が必要だが、これには相当の「意識改革」が要る。
