過去数ヶ月の少ないブログを読み返してみると、コロナ（Covid19）関連のことしか書いていない。「コロナ頭」などと、他人を見下したような語を使ったりしているが、自分こそコロナ頭に浸かっていたのかも知れない。Although、やはり誰にとっても目下の主要関心事であることは確かだから、これからも書くには違いない。

阪神淡路大地震以後、いくつかの大きな災害が強く記憶に残る。東日本大震災の復興は今も道半ば。現在進行形の令和２年７月豪雨の様子は見聞きするだけでも胸が痛む。ここ数年の記憶だけでも
・2019年、台風19号、15号：特に関東で長引く大きな被害をもたらした
・2019年、九州北部豪雨
・2018年、北海道胆振東部地震：全道295万戸が停電
・2018年、西日本豪雨
・2017年、九州北部豪雨
など枚挙にいとまがない。その度に自衛隊の出動、体育館に段ボールを敷いただけの避難施設のむごたらしさ。ボランティア頼みの災害支援体制。

日本の災害時の避難所の実態は、世界の「驚愕」と言われている。「失笑」「批判」のレベルではなく、「信じられない！」レベルらしい。少し前まで世界第2位、第3位の経済大国などと胸を張っていた日本の、しかも毎年繰り返し、「想定外」など想定できない、すでに「ルーティン」化した災害避難がこのありさま。ベッドが無いなんてありえない、と工夫してもせいぜい「段ボールベッド」。段ボールから発想が抜けないのだ。私たちは、まるで今も第二次大戦中のような我慢・我慢の経済大国？に住んでいる。もう恒久的な体制を考えるべきではないだろうか。
