ハンディ

"Flying man"

「ハンディ」と言えば「便利」という意味が思い浮かぶが、今日のハンディは「ハンディキャップ（handicap）」、不利な条件とか身体障害（者）のこと。

ハンディキャップのある人に対する社会的なケアは、理想からはまだまだ遠いとはいえ、日本だけに限って言えば10年前、30年前、50年前、100年前と比べて、全体としては前進していることは確かだろう。But、それは政治家のおかげではない。確かに制度を法律として決めるのは議員だけれど、そうしないと当選させないという民意の圧力のおかげだ。

わたしも実はその民意の圧力のおかげを蒙っている一人。障害の一番軽いクラスだから、当然利用できる範囲もそれほど広くはないが、100 km以上の鉄道利用について基本運賃の50％ の割引がある（あっても利用できる人の体力の方が…）。ただし今般のような政府がかりの「（行け行け）go to」キャンペーンのような場合はその対象にならないことが多い。あくまで日常の範囲に限られる。そこにはハンディキャップに対する「公平性」の圧力がかかっているからである。
　「公平性」は現代社会の「正義」である。何者もこれを曲げることはできない大原則であって、曲げるためにはやむを得ないと思われる「ハンディキャップ」か「特権」が要る。「正義は厳しい」のだが、人もそうである必要はない。
　日本中に子どもが溢れていたころは、年齢の離れた子も近い子も（ときには大人も）一緒になって遊んでいた。そこではハンディキャップがむしろ「公平性の保証」だった。中学生からまだ入学前の幼児までが、同じゲームを一緒に楽しむためには不可欠な考え方だとさえ思われていた。審判員などいない「遊び」のなかでは、どこの空き地でも、年長の子が知恵を絞って、上手に一人一人にハンディ（キャップ）を与えたものだった。そうやって自然に人間観察の眼を養うことができた。

社会の中で、制度としてのケアは確かに前進してきた。一方で少子化が進み、同世代でさえ一緒に遊ぶ機会がどんどん減っている。公平性の理念に縛られ、弾力性が失われてきているように見える。いやいや、こういう言い方は危ない。すぐ統一教会か自民党あたりに利用されそうだ。先日電車内で、内部障害があることを示す「ハート・プラス・マーク」を、リュックに下げた少女が障害者優先席にいるのを見かけた。世界中の子どもの寝顔を知っているサンタさんに、ハンディのある子にどんなプレゼントをするのか聞いてみたいものだ。
